According to various discussion groups I'm a member of it's as much a marketing/profit issue as to any other why the film isn't dubbed. It simply wouldn't sell enough units to turn a profit (or enough of a profit).

It hasn't been that long since tampons and feminine pads have been allowed in TV ads.
