It's film taken in Britain and Network Rail doesn't own any of that machinery, or the staff, but hires it from European contractors who ship it over to Britain (in between jobs doing the same on European railways) and everything is fantastically tightly scheduled and budgeted and contracted. Not only is the track renewal you can see in the pictures there impressive but the business organisation behind it all is equally awesome IMHO.
