She's on DeviantArt and I've fallen in love with her work. She's from Malaysia and paints mostly cityscapes and roofscapes populated by anime schoolgirls. Many comments mention that her work feels like Studio Ghibli and has a soft, warm, positive feel.

There does appear to be a 'softness' in the artwork that brings to mind a Ghibli print, although I may not have picked up on that aspect without the prior mention by Saddles... Also the cloud-work...
