Hmm, although I didn't mention it, I also went through the whole movie and resynced the subs. Some adjustments might be needed here and there still.
In terms of translation, this version is much better -but still not perfect. Before I rushed through with rough translations based on the subtitles and the dubbed audio. This meant that some lines, where audio existed only in French, were also translated. So subtitles appear when no one is actually speaking! At other times, the translation is completely different.
e.g. Kotetsu says "Ouch! Ouch!" at one point in the film, whereas my original translation was based on the French dialogue which said "Chie, you're scaring me!"
The subtitles are more natural and easier to read too as I use "didn't" instead of "did not", etc.
With all this said, however, you are probably better off not using my translation for anything other than reference. My French being terrible, I still didn't understand a few scenes and had to wing it a little.
e.g. When Tetsu is walking alone in the park and talking to himself. I'm not sure I completely understood all of what he said.

That isn't a very fair comparison. Miyazaki and Takahata are both directors, but because Miyazaki is also the chief animator his films have artistic consistency.

Kazou Oga has largely been in charge of background in all of Hayao Miyazaki's films since Totoro, but I believe he also worked on Ponyo so this does not explain the change in background style.
The change in style seems to be Miyazaki's choice. He repeatedly stated (just like Goro did for Gedo Senki) that he would be using "simple art". Moreover, his storyboards for Ponyo were unusually detailed (i.e. they are all in colour), meaning that he had a clear vision and wanted the animators to follow it closely.
