Miss Kousaka isn't the librarian; she's more of a doctor, or rather, the lady in charge of the student's health welfare (dunno exactly what title she's bestowed). Generally, members of the school staff can have access to any of the school's rooms, so she being able to grant Shizuku's request is not of a surprise.
