Jiji never talks. It is just Kiki's imagination that he speaks. As a child she has him as her friend and their conversations are imaginary. At the end of the film she no longer needs the child-like comfort of an imaginary friend as she has matured and now has real relationships.
Jiji talking then not talking is a symbol of her coming of age into adulthood. She reaches this through her own strength and wisdom.

I think it was a way to show her confusion. In life, when we face situations that are unsettling, it may affect our daily lives, including the way we see and interact with people around us. Kiki was so upset that it reflected on her relationship with Jiji.
I'm saying that because it's what I've been through lately and this is the way I feel.
I do believe Jiji is a talking cat, not part of Kiki's imagination.
In The Kingdom of Dreams and Madness, Miyazaki is asked why Jiji didn't say a word at the end of the movie, when Kiki recovered her witch powers. He answered that there was just nothing to say at that point.
